Franklin is survived by his children Elizabeth (Lisa) Blackhurst, David Hancock, Deborah Sullivan, and Karen Spoerlein. He is preceded in death by his wife, Carol, 12 siblings, and his parents.
Franklin was born August 21, 1934 in Dover, FL to John and Elizabeth Hancock. He married Carol Joy High in 1952.
He was a sign contractor (painter) and retired from his job with 3M Advertising. After retirement, he went on to work with parks and recreation for a few years. His passions were his wife, children, and fishing. He had strong ties with his church family at Simmons Loop Baptist Church.

A visitation will be held at Simmons Loop Baptist Church, located at 6610 Simmons Loop, Riverview, FL 33578, on February 21, 2026, from 10:30 am to 11:00 am.
The funeral service will follow Simmons Loop Baptist Church, beginning at 11:00 am on the same day.
A committal service will take place at Hillsboro Memorial Gardens, also located at 2323 West Brandon Blvd, Brandon, FL 33511, on February 21, 2026 after the service at church.
