Herbert was a lifelong member of the Mango and Seffner area. After graduating from Brandon High School in 1955, he married Shirley Ann Hall in 1957. He worked for the Tampa Electric Company for 35 years. Herbert was an avid outdoors man, hunting, fishing and gardening all of his life.
Herbert's son Stephen Thomas Phipps preceded him in death in 1995. He is survived by his wife Shirley after 69 years of marriage! He is also survived by many family members and friends.
A Funeral Service will be held 2 p.m. Wednesday, March 25, 2026 at Stowers Funeral Home, 401 West Brandon Boulevard, Brandon, Florida. Interment to follow in Seffner Cemetery, 606 East Wheeler Road, Seffner, Florida. The family will receive friends one hour before the service at the funeral home.
