

Carter Stuart Robinson Garner was born November 1,1933 in Washington, DC. He was the youngest of eight children born to the late Addie Ellen (Carter) and Wilbert Garner. Siblings Wilbert, Christine, Geraldine, Wesley, Albert, Paul, and Margaret preceded him in death. He was a part of a loving, prominent, faith-filled family in Georgetown.
Educated in Washington, DC Public Schools, Carter attended Stevens Elementary School, Francis Jr. High School, and Armstrong High School graduating in 1952. He received his Bachelor’s Degree from Federal City College in June 1975. He continued his higher learning at Virginia Polytechnic Institute in Blacksburg, Virginia.
Carter served most of his illustrious career at the United States Geological Survey as a career Cartographer advancing to supervisory positions.
As prophesied by his mother, Reverend Garner was called to ministry while attending Mt. Zion United Methodist Church in Georgetown and ordained a Deacon at Park Road Community Church, April 1990; he preached his trial sermon Sunday, March 16, 2003, while attending Washington Baptist Seminary in Washington, DC. graduating with honors in June 2005. He was ordained as a minister under the leadership of Rev. Eugene W. Burton and served in the capacity of Associate Minister of Park Road Community Church. Rev. Garner was a long standing and devoted member of the International Council of Community Churches (ICCC).
Carter married the love of his life, Mary Frances Jones on August 15, 1964. From this union, they have two children Ray Vincent Garner and Elizabeth Ann Garner (Brown). He was a doting grandfather to Ray Garner II, Ian K. Garner and Jan F. Brown, Jr.; great grandfather to Ireland, Chayce, Blake Garner; godfather to Vonnell Lewis Jr. and Tiffany Padgett Johnson; a mentor, humanitarian, and a friend.
