Beloved father of Theresa Scruggs (David), Darlene James (Frank), Kathy Stevens (Franny), Fred T. Phipps Jr. (Debra) and a host of grandchildren, great grandchildren, family and friends. He is preceded in death by his father, Jake Blaine Phipps, his mother, Jenny Payne Phipps; 5 brothers and 4 sisters.
He was an avid sportsman, who loved hunting, fishing and the great outdoors. Visitation will be Sunday October 28, 2018 at 10:30 am until time of Service 12:30 with immediate burial there after at Fort Lincoln Funeral Home.
