

Born on August 27, 1940, in Washington, D.C., “Judy” lived a life centered around family, friends, and service to others. She built a long and accomplished career as Telecommunications Director at National Rehabilitation Hospital, where her leadership and dedication touched countless lives.
Judy was the heart of her family, which was her greatest joy. She is survived by her children, Cheryl LaPlante (the late John), Michael Cumming (Lisa), and Stacey Cumming (KD), whom she shared with her late former husband, John “Jack” Cumming. She was a proud “Grandma” to Melissa Rodriguez, John “Jack” Cumming, Jane Cumming, and Julia Cumming, and a loving great grandmother to Tony Rodriguez and Jacob Rodriguez. She is also survived by her niece, Diane Constantino (Sam); her great nephew, Sean Toman and great niece, Brandi Constantino; her cousin, Jean Woolf (Jackie), and many other cherished family members.
She was preceded in death by her grandmother, Agnes “Nanny” Magruder; her parents, Arthur and Clara Magruder; her sister, Barbara Cusic (Robert); and her nephew, Brian Cusic.
Judy shared her unconditional love and support with everyone. She never missed recognizing a birthday, anniversary, graduation, holiday, or other important events, always sending a Hallmark card, making a phone call, or often both. Her steady presence made everyone she knew feel seen and loved.
She also found comfort and meaning in honoring her loved ones who passed before her – lovingly handcrafting floral wreaths and personally delivering them to their resting places every Easter and Christmas. Her thoughtfulness and devotion were constant sources of comfort and connection for all who knew her.
A Celebration of Life, including visitation, funeral service, luncheon, and burial, will be held on Sunday, September 14, 2025, at 10:00am at Fort Lincoln Funeral Home and Cemetery, 3401 Bladensburg Road, Brentwood, Maryland 20722. Family and friends are invited to gather in remembrance of Judy’s remarkable life.
Her legacy of love, resilience, and devotion will be cherished forever.
