
Norman Bernard Brooks was born on October 1, 1947, in Washington, DC, the second of four children born to James A. Brooks, Sr. and Mary (Standard) Brooks Chappell Tapscott. He was educated in the District of Columbia Public School system and graduated from Spingarn High School in June 1965. Norman continued his education at Florida A&M University, where he earned a Bachelor of Science degree in June 1970. During his time there, he formed lifelong connections and married Rosemary Carter From this union, two daughters were lovingly born.
Following his graduation, Norman returned to Washington, DC, where he began a distinguished and impactful career at Howard University Hospital. As a valued member of the Public Relations Department, he dedicated many years to serving both the institution and the community. Norman was known for his leadership in organizing widely attended events, including food drives, health fairs, and even ski trips that brought people together in meaningful ways. His commitment and excellence were recognized when he was named Employee of the Year in 1992. After many years of service, he retired, leaving behind a legacy of dedication and community engagement.
In 2002, Norman continued his passion for service by joining the National Minority Organ Tissue Transplant Education Program (MOTTEP). Through this work, he played a vital role in raising awareness about organ donation, supporting health initiatives, and serving on the organization’s board. He remained active in this important work until November 2025.
Beyond his professional contributions, Norman was deeply committed to community engagement and found great joy in both service and fellowship. He was an avid fan of Washington Commanders, a dedicated golfer, and treasured the camaraderie of the golf clubs he belonged to- especially the Oyster Harbor Golf Crew, with whom he traveled and shared many memorable experiences. Whether traveling to places like the Caribbean and Costa Rica, or enjoying jazz, good food and time with friends, Norman embraced life with enthusiasm and appreciation.
Norman was preceded in death by his parents, Mary Brooks Chappell Tapscott and James A. Brooks, Sr., and his brother, James A. Brooks, Jr.
He leaves to cherish his memory his significant other, Morgina Rao; his daughters, Nina Whitaker (Joseph) and Nia Kearns (Alex) of Charlotte, North Carolina; his beloved grandchildren, Noah Whitaker, Jason “JB” Whitaker, and Alexandria “Ally” Kearns, who were truly his pride and joy; his sister, Faye Mason; his brother, Geoffrey D. Brooks (Kelly); and a host of nieces, nephews, extended family members, and dear friends.
Norman lived a full and meaningful life as a devoted father, proud grandfather, loving brother, avid golfer, and loyal friend. He was generous with his time and resources, and he will be remembered for his warmth, his sense of humor, and the witty words he always seemed to have at just the right
moment.
His legacy of service, love, and laughter will live on in all who knew and loved him
A Celebration of Life will be held at Fort Lincoln Funeral Home, 3401 Bladensburg Road, Brentwood, MD, on March 28, 2026, from 4:00 pm to 7:00 pm.
