Thelma Theresa DeVaughn (Reesie) was born October 19,1943 to the late Elsie and James E. Williams Jr. The third of four children Eugene, Mary (preceded in death) and John Williams. She departed this life on January 28,2021 at the St. Joseph Medical Center in Towson, MD after a lengthy illness.

Thelma was educated in the District of Columbia Public School system and was a 1961 graduate of Spingarn High School. She was employed by the United States Department of State for 32 years of dedicated service. Thelma was baptized into the Roman Catholic faith and worshipped at Shrine of The Sacred Heart until her health began to fail.

Thelma was united in Holy Matrimony to the late Albert L. DeVaughn on April 18, 1964. Through this union they had two sons Michael L. (Michelle) and Paul M. (Brenda) DeVaughn which produced seven grandchildren, Paul Dehart, JaNay, Nathan, Audrey, Paul Jr., Charlotte DeVaughn, and Jasmine Thompson and one great-grandchild Malcolm DeVaughn. Thelma is survived by a host of relatives including brother John Williams, two sister-in-laws Sylvia Anderson, Inez Murry, three brother-in-laws William, Charles, and Karl DeVaughn, godson and nephew Christopher Williams Best friend Tone Brent and a host of nieces, nephews, cousins, and friends.

Thelma's smile would light up the room. She had a generous heart and she regularly supported Catholic Charities, Saint Jude’s Hospital, The Humane Society and Easter Seals just to name a few. She loved spending time with her siblings, weekend movie days and overnight shopping and casino trips were at the top of her list. When she was unable to attend the movie theater, she would just go to her collection of movies along her hall wall. She also had a love for books and you could often find her reading one book with one or two others on the table. Thelma loved cooking holiday meals and when visiting her sons would often cook everyone's favorite: Grandma Reesie’s mac & cheese, fried chicken and cabbage.
