

William was born on October 14, 1926 in Columbus, Ohio to the late Lewis and Emma Brown. In 1931, William moved to Washington, DC. William attended Dunbar High School where he received his diploma in 1944.
In 1944, William entered the U.S Navy for his first term and served in World War II. He was discharged in 1946 and began his studies at Howard University where he studied English and Art. In 1948, William joined The Howard Players, a distinguished artistic organization on the Howard University Campus, and performed in Hamlet and Othello.
In 1950, William was recalled into the U.S. Navy. He served in the Korean War and taught English. In 1951, William met and married Helen and they had three daughters: Silvia, Stephanie and Shirley. In 1954, William began his service with the U.S. Postal Service, retiring in 1982. In 1956, William started his tenure with PG County Board of Education where he gave presentations on Drama and Stamp Collecting. He was very passionate about both. William retired from there in 1994. In 1995 he started working with Meals on Wheels where he became a manager and retired in 2013. Over the years, William continued writing, painting, making projects for the arts and collecting stamps. In 2009, he published his first book of Poems and Essays.
Billy was the beloved husband of Helen and will be missed but not forgotten by three daughters: Silvia Judy of Clearwater, Fl., Stephanie Brown of Washington, D.C. and Shirley Williams of Randallstown, MD; three sister-in-laws, Carol Brown, Emily Pounds Griffith and Margie Brown; one brother: Stanley Brown Sr.; Six grand-children: Maxi-Madelyn Wood and Leonard Wood (Julie) both of Fl., Sharron Patterson (Gary) of Hanover, MD., Maurice McGee (Michelle) of Hawaii, Stephen Brown of Washington, DC, and Raymond Williams II of MD; three great-grandchildren: Qaevon Patterson of MD., Marquice McGee of FL. and Laela Steinberg of MD.; three Godchildren: Stanley Brown Jr, Kieth Hairston and Tamia Jones, A very special person he assisted in raising, Annette Moore Powe, a loving companion Inez Smoak and a host of relatives and friends
