Collin was born in Fort Qu'Appelle to a family of Nakota and Saulteaux bloodlines, his parents were Bella (nee Joyea) and Gordon McArthur, he is the grandson of Nakota Xavier J. McArthur of Roche Percee, and great grandson to Arthur W. McArthur of Pakenham, Ont.. (NWMP) & Mary Plume Pheasant Rump. On his maternal side grandson of Jack (Monchuweya) Joyea of Wolf Point & Maggie Sioux-John of White Bear; John Sioux-John &Phyllis White Bear; Great-great-grandson of Chief White Bear. He would have grown up with, worked with many in his surrounding communities. He was an advocate for Indigenous Issues in the 70's, 80's, and 90's, a speaker of Nakota and Plains Cree, and was the pioneer who, along with Alfred McArthur, initiated the legal precedent for the reestablishment of Pheasant Rump and Ocean Man. He continued to work tirelessly, in poverty, for 17 years till its successful enactment. He had many friends, from all walks of life and background, respected and well liked. He was a Residential School Survivor but remained true to his Catholic faith. He was a life long Medicine Lodge committal, he blended his religion with his cultural beliefs and never judged those who chose a different path. He was an extensive accurate tribal historical and Knowledge Keeper. He supported & advocated for many youth and aided many in the community. Of his loyal convictions he also held an unwavering belief in family and togetherness. He leaves behind familial ties in Canada and across the Medicine Line. He will be missed. He is deeply loved.
Soul mate to wife Dianne of 48 years; father to Shasha, Naomi, Chenoa, Isaiah, Xavier and Linnea; adopted son of Mathew Eagle Boy, Wolf Point, MT.; Brother to Macneil and Sally; many other relatives. Predeceased by sister,Vitaline Wilson; brothers, Wallace, Russell & Danny McArthur.
