Bill is preceded in death by his parents, William Hawley Powell, Sr., and Shirley Parris Powell. He is survived by his sons, William "Will" Powell, III., Justin Shields; grandchildren, Cameron Powell, Kenli Powell, William Powell, IV., Carver Shields; girlfriend, Brittany Halischak and best friend, Andrea Vann.
A Celebration of Life Service will be conducted at 2:00 pm on Wednesday, January 22, 2025 in the chapel of Owen Funeral Home. The family will receive friends on Wednesday, January 22, 2025 from 12:00 pm until 2:00 pm.
