Born in Gastonia, NC. November 25, 1935, she was the daughter of Arthur V. and Catherine R. Foskey and sister of Larry Foskey all now deceased.
Survivors include husband of 60 years, Philip Rhue Franklin, son Philip (Wilma), daughter Leisa, and grand-children Daniel Branch (Mandy), Bennett Branch and Andrea Franklin.
Kay graduated from Needham Broughton High School, Raleigh, class of 1954. Following employment with Wake County Domestic Relations Court and NC. Dept. of Motor Vehicles, she began a 20 year career with Carolina Power and Light, retiring in 1991. She then enjoyed a second career as a floral designer, working for several Raleigh and Cary area florists.
A funeral service will be held at Brown-Wynne Chapel, Cary, on Sunday, May 22, 2016, 2:00 pm. The family will receive friends one hour prior to the service.
