Richard C. Randall Jr. was born June 3, 1949 in San Antonio, Texas. He served his country in the United States Army from August 1968 to May 1972. Richard served two combat tours in Vietnam as an Airborne Ranger and Chief Radio Operator. He earned a Bronze Star for Meritorious Service in Combat and several other medals during his Military Service.
Richard joined the Chino Police Department as a Police Officer in April 1983 and served as a Police Officer assigned to Patrol, Police Corporal assigned to train new recruits, Detective assigned to Criminal Investigations and Sergeant assigned to Patrol Supervision and S.W.A.T. Team Leader. Richard retired from the Chino Police Department in December 2007.
Richard completed two years of duty as a Defense Department Contractor training Afghan National Police in Afghanistan from 2008-2009 and 2011-2012.
