He is survived by his wife, Maria Quintana Tovar, whose steadfast support was a constant in his life. Together, they raised three daughters: Hilda Rodriguez, Griselda Tovar, and Susanna Tovar, each of whom carries forward his legacy in their own way. His three grandchildren---Brandon Martinez, Zachary Martinez, and Lauren Menchaca---were his pride and joy, and he cherished every moment spent with them, offering his guidance and unconditional love.

Oscar is also survived by his brother Servando Tovar, his sister Carmela Bueno, his sister Minerva Zuniga, his sister Lupe Guzman and his sister Olga Fuentes.
Oscar was preceded in death by his brother Jose Tovar and his sister Irene Torres.
