

It is with profound sadness that we announce the passing of Frances Isabelle Carter, who left this world on June 29, 2024, at the age of 81. Frances passed away peacefully in Grand Terrace, surrounded by her loving family.
Born on October 8, 1942, in Riverside, Frances was the cherished daughter of Chris and Flora Ruiz. She grew up with a strong sense of family and community, values she carried with her throughout her life. Frances graduated from Colton High School and went on to attend San Diego State College, where she furthered her education and met lifelong friends.
Frances was a woman of many talents and passions. She was the proud owner of HCH Construction in Redlands, where she worked diligently and made significant contributions to the field. Her work ethic, combined with her kindness and integrity, earned her respect and admiration from colleagues and clients alike.
Beyond her professional life, Frances was an active member of the Grand Terrace community. She was deeply involved with the Grand Terrace Woman's Club and the Grand Terrace Chamber of Commerce, where she dedicated her time and efforts to various community projects and initiatives. Her commitment to service reflected her generous spirit and her desire to make a positive impact on those around her.
Frances had a zest for life that was evident in everything she did. She loved to dance, often lighting up the room with her graceful movements and infectious joy. She cherished tropical vacations with her friends and treasured the moments spent on the beach with her family, where laughter and love abounded.
Those who knew Frances will remember her as a loving, smart, and beautiful person, both inside and out. She touched the lives of many with her warmth, kindness, and unwavering support.
Frances is survived by her devoted husband, Kenneth Carter, who stood by her side through thick and thin. She is also survived by her beloved children, son Randall Carter and daughter Jennifer Carter, who brought immense pride and joy to her life. Frances's legacy of love continues through her sister Marcia Shipley and brother-in-law Richard Shipley, her sister Chris Teague, her Daughter-in-law Elaine Carter and her treasured grandchildren Tobi, Joselyn, Grace, Zack, and Jaxton.
A funeral service to honor Frances's beautiful life will be held on July 18, 2024, at Montecito Mortuary in Colton at 10am. Following the services, there will be a Celebration of Life at the Fraternal order of Eagles on La Cadena in Riverside.
In lieu of flowers, the family kindly requests that memorial donations be made to St. Jude's Children's Hospital, a cause close to Frances's heart.
Frances Isabelle Carter will be deeply missed by all who had the privilege of knowing her. Her spirit will forever live on in the hearts of her family, friends, and the community she so lovingly served.
