Francis was born on September 19, 1926 in Oklahoma where she grew up. She then lived in Dallas, Texas for many years where she worked as a secretary for real estate, leasing and agricultural equipment farms. She made friends wherever she went and enjoyed the time she spent with those friends at church. However, what she truly loved the most was her family and the time that they spent together.
She is survived by her son, Randall S. Billingsley; her daughter-in-law, Bonnie; her granddaughter, Lauren Billingsley; and her son, Evan Billingsley. She is preceded in death by her husband; George Bowen Jr.
