

Born July 25, 1954 in Harriman, TN, and served in the US Army as a mechanical maintenance supervisor during the Vietnam and Gulf War eras. He retired after 20 in Ft. Hood Texas on December 31, 1991 as an E8 Master Sergeant. Joe received the following awards and decorations: Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, Good Conduct Medal (6th Award), National Defense Service Medal with One Service Star, NCO Professional Development Ribbon III, Army Service Ribbon, Overseas Service Ribbon, and Expert Rifle Badge. He completed the advanced non-commissioned officer course.
Survivors include the love of his life and best friend and wife Christine Riggs in Copperas Cove TX, brothers John Riggs in Springfield MO, and David Riggs in Oakridge TN. 3 Sons: Joe Riggs in Ten Mile TN, James Riggs and Michael Riggs in Keyport NJ, Step-Daughter Michelle Shogren in Byram Twp NJ. Joe was preceded in death by his parents Betty and Ralph Riggs, sisters Peggy Golightly and Mary Gibson, and brother Tony Riggs.
Services will be held at noon, Tuesday, February 28, 2017 at Central Texas State Veterans Cemetery located at 11463 TX-195, Killeen, TX 76542. Relatives and friends are welcome.
