Allan's graduated from West Jefferson High School in 1965. Allan served his country in the United States Marine Corp during the Vietnam War from 1966 to 1972. He went on to earn his undergraduate degree from the University of Louisiana at Lafayette (formerly USL) in 1972, and furthered his education earning a Master's Degree from University of Southern Mississippi in 1976.
Allan had an impressive career in planning and development. He began his career with Calcasieu Parish in Lake Charles and later became the Director of Planning for St. Tammany Parish in 1978. He was appointed by the St. Tammany Parish Government as the Parish Manager under the Police Jury System, retiring in 1999. During his tenure as Parish Manager, he was instrumental in planning and relocating parish government offices to their current location on Koop Drive, as well as overseeing conversion of the old rail line, that is now The Trace bike and walking path spanning from Covington to Slidell. Additionally, he worked to receive funding and approval of the new justice center located in downtown Covington. In 2000, Allan started his own consulting firm, Tamplan Consulting.
Allan will be fondly remembered by his beloved wife of 49 years, Margaret "Peggy" Louella (Florance) Cartier. He is also survived by his son, Chad Michael Cartier, his daughter-in-law, Krissi S. Cartier, three grandchildren, two step-grandchildren, and his sister, Carol Ann Schexnayder. Allan also leaves behind an extensive number of cousins, nieces, and nephews.
Allan was preceded in death by his father, Simeon Pierre Cartier, his mother, Lucille Ann (Marin) Cartier, and his brothers Philip Cartier and Roy Cartier.
Relatives and friends are invited to honor Allan's life on Monday, November 27, 2023, at Grace Funeral Home located at 450 Holy Trinity Drive, Covington, LA 70433. Visitation will begin at 10:30 AM, followed by the Mass of Christian Burial at 12:00 Noon. Allan will be laid to rest in Southeast Louisiana Veterans Cemetery, 34888 Grantham College Drive, Slidell, LA 70460 at a later date, under the care and direction of Grace Funeral Home.
