

Richard Frazier Farley was born Dec. 1, 1952 in Springfield, Missouri. At the age of 2 his family moved to Shawnee, OK. Frazier passed away Tuesday, Aug. 17, 2021 in his home in Midwest City at the age of 68. He was surrounded by his family.
Frazier lived a remarkable life. His parents were adventurous teachers who spent summers traveling and camping in the Rocky Mountains and Sierras with Frazier and his brother, Tracy. His dad usually drove their 1959 Ford Fairlane 300 miles per day before finding a suitable mountain campsite. Frazier and Tracy erected the tent and inflated air mattresses. When chores were done they were free to fish, explore and climb mountains. Those were some of the happiest days of their lives.
Frazier was always a top student. He graduated from Shawnee High School in 1971 and was the president of the Honor Society. He went on to earn a Bachelor’s Degree from Oklahoma Baptist University in 1975. He decided to pursue a Juris Doctorate at Baylor University and then on to OU and graduated as one of the top students in 1979.
Prior to completing a law degree, Frazier worked as a mail sorter at Shawnee Post Office and a lineman for Southwestern Bell.
His law career began with trial work for McClellan, Collins, Sheehan, Bailey & Bailey in Oklahoma City.
Most of his career was spent with Standard Life & Accident Insurance Co. in OKC as Legal Counsel. During his years at Standard, he was elected Secretary and Counsel on the board of directors. When Standard sold and moved to Houston, Frazier stayed here.
He worked as manager of the Oklahoma Health Insurance High Risk Pool. The Pool provided coverage for individuals deemed uninsurable due to catastrophic illnesses. He worked diligently to help families in great need. We have always been proud of his compassionate service. He reluctantly retired five years ago after helping set up Oklahoma’s participation in the national high risk pool mandated by the Affordable Care Act.
Frazier married Sheila in 1985. Together they had five children whom he dearly loved.
Frazier was a man of strong faith who told the truth and kept his word. In recent years he endured a cruel illness with courage and without complaint.
Frazier enjoyed camping and hanging out with his extended family. He enjoyed the camp outs, cookouts and holidays, especially when it involved potato salad.
Frazier also had a great appreciation for Boy Scouts. He camped with them as long as he could. He enjoyed going to Court of Honor to see the patches that were earned. He truly was a great mentor for Joseph.
Frazier was always interested in listening to the things that his children were involved in. Whether it was Daniel talking about what the Army Corps of Engineers was working on or Aaron talking about his work. He also loved listening to Stephanie talk about what Elijah was learning in school. Frazier was always patient when Kimberly would talk about her gymnastics adventures and the skills she was working on.
Frazier is preceded in death by his father, Charles Richard Farley, his mother, Etta Jean Farley and his son, Joshua Farley.
Frazier is survived by his children, Holly Annette Farley, Stephanie Lynn Farley, Aaron Ross Farley, Daniel Richard Farley and his wife, Bethany; grandchildren, Elijah Edward Farley and Daxton Charles Cambron; brother, Tracy Farley and his wife, Marie; and many nephews, nieces and cousins and a host of loved ones and friends.
