

William "Tracy" Riley was born in Ashland, KS on October 27, 1929 to Helen Louise and William T. Riley. He grew up in Beaver, OK, graduating from Beaver High School. As a young man he was active in the Beaver Christian Church and received awards at Ashland Chrisitan Camp. He was a recognized All-State Trumpeter in Oklahoma and achieved the honor of Eagle Scout. He attended Kemper Military Academy where he earned his Associate of Arts Degree. In 1951, he enlisted in the United States Navy. He was stationed as a Seabee, at the Subic Bay Naval base in Manila in the Philippines. During this time it was the job of the Seabees to build the airstrip.
On August 22, 1954, Tracy married Barbara Jean Snell. He eventually was transferred to the testing Naval station at China Lake, CA. Here they gave birth to their first child, Carla Jean, on January 19, 1956. Tracy separated from the Navy on December of that same year, receiving an Honorable Discharge.
The family made Downey their home for the next 54 years. It was here Tracy and Barbara had their second child, Traci Sue, on August 17, 1964, and on May 6, 1967, their son William David was born. Tracy and his wife Barbara were very active in the Downey community and the Downey First Christian Church, where they spent many years as sponsors to the high school and college groups.
Tracy was a 32nd degree Mason. He was actively involved in several Masonic groups such as the Downey Shrine, High Twelve, Knights Templar, Royal Arch, Job's Daughters, Rainbow Girls, and Demolay.
Tracy along with Barbara loved serving their community. They worked with Keep Downey Beautiful, Sertoma, and the PTA HELPS.
Barbara passed away in January of 2001. Tracy still remained active in the Downey Community until he moved to Whittier Place Senior Living in December of 2011. At this time Tracy placed his membership with the La Mirada Christian Church.
Tracy loved and enjoyed his grandchildren, Bryan James, Andrew Michael, Joelene Meria, and Jarek Joel. He was very lucky to also enjoy great-grandchildren Molly Riley, Emily Shannon and Connor David.
Tracy lived a full life. He enjoyed service and enjoyed people. On May 13, 2013 he went to his final home with Christ Jesus, Our Salvation.
