He married Elaine Valchuis of Cambridge, MA April 5, 1964. They celebrated 60 years of marriage a few weeks prior to his passing. He is survived by his wife Elaine, children James Laud Rattan II, Janelle Ann Rattan and Todd Dow Rattan; grandchildren John Laud and Nicholas Peter Rattan, Benjamin Dow and Gillian Rattan all living in the San Diego area; sister Dana Rattan Adams (Roy) of Van Alstyne, TX and nieces and nephew.
Visitation will be held Wednesday May 15, 2024 from 9:00am to 12:00pm at El Cajon Mortuary and Cremation Service, 684 South Mollison Ave., El Cajon, CA 92020.
Following the visitation a graveside service will be held from 1:15-1:45pm at Miramar National Cemetery, 5795 Nobel Dr., San Diego, CA 92122.

Obituary for James Dow Rattan
Commander James Dow Rattan, USN (Retired) of Santee, CA passed away April 24, 2024. He was born September 13, 1936 in McKinney, TX to the late James Laud and Arlyn Rattan. He grew up in small town, Anna, TX and was baptized in the First Baptist Church. He graduated from the W.L. Roper High School in 1954 and attended Texas A& M University and North Texas State University.
Receiving a nomination from the late U.S. Speaker of the House, the Honorable Sam Rayburn, he attended the U. S. Naval Academy in Annapolis, MD. He graduated in June of 1961 and was commissioned an Ensign into the U. S. Navy. Following commissioning, he served as First Lieutenant and Weapons officer in USS BROWNSON (DD-868) based at Newport, RI prior to attending submarine school in New London, CT from May to October of 1964. Following submarine school, he served in USS RUNNER (SS-476) homeported at Norfolk, VA as Communications Officer and Weapons Officer until January of 1967. He then served as Operations Officer and Engineer on board USS REQUIN (SS-481) for 18 months prior to assignment as Aide and Flag Lieutenant to Commander Submarine Flotilla SIX at Charleston, SC in August 1968. He served in USS MARIANO G. VALLEJO (SSBN-658) as Navigation and Operations Officer from February 1970 to June 1972 after attending the FBM Navigation Officer Course at Damneck, VA. He then served as Executive Office in USS REMORA (SS-487) homeported at Charleston, SC from June 1972 to October 1973. He attended the Naval Post-graduate School at Monterey, CA receiving a Master of Science degree in Financial Management in June 1975. He retired as Commander in June 1981 after serving aboard the USS SAILFISH (SS-572) San Diego, CA.
