He was born August 20, 1931, in Rockville Center, Long Island, New York, the son of late Priscilla and Robert F. Higgins. He was the second youngest of 8 siblings. On March 31, 1951, he married Georgia Jeanine Bardtrief, who survives.
He served in the United States Air Force. He as a weather technician in Germany during the Berlin Airlift, keeping the planes informed of the weather over Berlin during Operation VITTLES. He served on the Inspector General's staff to activate Radar installations along the California coast. Was first Sergeant at Tachikawa AFB in Japan and Geiger field, AFB Spokane, Washington. He retired as a Master Sergeant after 20 years of distinguished service.
After his retirement from the Air Force, he worked for the Dean of the Graduate school at the University of Idaho, in Moscow. He then moved to San Diego State University, writing Grants and Contracts. After leaving SDSU, he got his real estate and brokers license. He sold real estate in the greater San Diego area, after which he retired and enjoyed living life in southern California.
While in Spokane, Washington, he was a member of the Junior Chamber of Commerce. In Moscow, Idaho, he was a member of the B.P.O.E. and was a 32nd degree Mason and a Shriner. In San Diego, he was a member of the San Diego Gem and Mineral Society and the Optimists Club.
He is survived by his wife of 67 years and four children, Bruce A. Higgins, Karl B. Higgins, Jeanine C. Denton, and Christine D. Higgins. Four grandchildren, Brian, Mike, Greg, and Savannah. There are also four great grandchildren, Sophie, Noel, Dominick and Jase.
His internment will be with full military honors at Miramar National Cemetery on June 4, 2018.
