

Frank was born on October 3, 1933 in El Paso, TX to Eulalio and Elena Martina (Ruelas) Moreno. He received his bachelor of electrical engineering from the University of Texas at El Paso in 1957. On June 29, 1958, he married Julieta Pedroza. They raised two daughters, Alicia and Teresa, and two sons, Frank and David.
Frank was an avid golfer. He enjoyed playing a round of golf with family, and he thoroughly enjoyed watching the various golfing tournaments. He was also a lifelong fan of the L.A. Dodgers. Although he chose the career of electrical engineer, he actually thought of becoming a journalist. This was evident in his Facebook postings of the baseball and football games. He would have loved to see his beloved Dodgers win the World Series this year, and we so missed reading the highlights he would have posted. Frank was known for his quiet disposition, and it was an honor when he would sit and tell stories of his youth and military service, moments we will always treasure.
Frank was preceded in death by his father, Eulalio, his mother, Elena, his brother, Eduardo, and his son, Francisco (Frankie) Moreno, Jr. He is survived by his sister, Maria Elena Reyes, his wife, Julie, three of his four children, Alicia, Teri, and David, his grandchildren, Michael and Gregory Moreno, Christopher Chavez, Marisa Hope Gay, Jasmin Joy Peters, David Moreno, Jr., Paulina and Gavin Moreno, his great-grandchildren Isaiah Scott Luckenbaugh, Hannah and Noah Chavez, Shiloh Xye and Michael Emilio Carranza, and several nieces and nephews.
The burial will take place on Friday, December 4, 2020 at Fort Bliss National Cemetery on 5200 Fred Wilson Ave at 1:30pm. Due to COVID restrictions only immediate family may attend. The ceremony will be live streamed via Funeraria del Angel Restlawn FACEBOOK, and the recording will be available on the funeral home’s web site.
