He attended Northeast State Community College in Kingsport. He had previously served honorably in the U.S. Navy for four years on the U.S.S. John C. Stennis aircraft carrier.
Michael is survived by his father, Michael D. Milligan; mother, Jacqueline Milligan; and brother, Eric Milligan.
Services will be 1:00 PM Saturday, November 30, 2013, at Alexander East Chapel, officiated by Steve Greene. Friends may visit Friday from 3:00 to 8:00 PM and Saturday from 11:00 AM until service time at the funeral home.
