

He was born in Brooklyn, NY on October 5th, 1939 to Irene and Arthur Caine and was also predeceased by his older brother Edward. He and his family moved to Alexandria, VA when he was a teenager.
He went to George Washington High School in Alexandria and received his degree in Electronics Engineering from George Washington University.
He was an avid bowler for many years and loved watching all sports. He was a coach and assistant coach for 8 years for his son’s and daughter’s soccer teams. He especially loved and was proud to watch his grandchildren play soccer, football, basketball and lacrosse.
He spent his 35-year career as DoD civil servant at the Naval Electronics Command, SPAWAR, and at the Joint Spectrum Center. He was instrumental in establishing the DoD E3 Program. Most recently, he worked as a contractor for AECOM, URS/EG&G, and Alion. He was the United States Representative for a NATO Naval task force and also part of a British/U.S. task force. During these years, he was known as a caring boss and mentor. He also received many prestigious awards and honors.
Steve is survived by Marilyn, his loving wife of 53 years, son Edward (daughter-in-law Jennifer, Garrett, Cailyn), daughter Shana (Briar, Greyson, Luke Samantha), nephew Jeffrey (Beth, Emily, Allison and Erin), niece Arlene (Alexandra, Brandon, Brittany).
A memorial service and gathering will be held on February 6th at 11 am - 3 pm at National Memorial Park, 7482 Lee Highway, Falls Church, VA. Burial will be on Wednesday, February 8th in New York.
