Mr. Cao was born in Nam Dinh, Vietnam to Trần Thị Lý and Cao Văn Chu on August 20, 1928. He went to school in Hanoi. He married Jesusa Baquir Salcedo on July 31, 1961 in New York City, NY. He graduated from Columbia University (PhM in Economics), Fordham (MBA), Long Island University (MS).
He worked as a bank examiner for the New York State Department of Financial Services for 43 years. Before that, he was a public administration official serving in Vietnam.
He lived in Stuyvesant Town, New York City for most of his adult life.
Mr. Cao is survived by his wife, Jesusa Salcedo Cao, his daughters, Mary Ann Cao Bui and Theresa S. Cao, and his grandchildren, Tobias Caobi Huu Bui and Phoebe Elise Bui.
Funeral services will be held 10am, Monday, August 18, 2025 at the National Funeral Home (7482 Lee Hwy, Falls Church, VA 22042) with Father Mattia Cortigiani of St. Bartholomew Catholic Church officiating. Burial begins at 1pm at the National Memorial Park (same location).
