Arnuflo Locke Garza was born November 16, 1924, to Francisco and Roberta Garza in Del Rio, Texas. His mother was born in Kinney county, Texas and His father was born in Mexico. He grew up with a river in his back yard in Del Rio, spending summers at a ranch with father. He met the love of his life, Cecilia Guerra, in 1951, shortly after Christmas. They were married on December 7, 1952.
