

Serafin is predeceased by his parents, Rosendo and Encarnacion, and his sisters, Flora and Terry. He is survived by his wife, Conchita, his sisters, Tita and Fe, his children, Ryan, Shirla, Dianne (and John), Girard (and Gemma), and Sherry (and Sam), and his grandchildren, Layla, Gavrylle, and Lucas, and his many relatives and friends.
Serafin was born on October 12, 1949, in Santa Barbara, Pangasinan. He graduated from Far Eastern University in Manila with a Bachelor of Science degree in Commerce in 1970. He worked at various banks and then married his first wife, Grace, in 1980. Together, they welcomed two children, Shirla and Girard.
After spending some time in London, Serafin immigrated to the United States where he settled and lived in the Bay Area. In 1986, he met the love of his life, Conchita, in San Jose, CA. They married in 1988 and he became the step-father of Ryan and Dianne. Over the next few years, he began his career at the U.S. Postal Service and as they continued to build their life together, they welcomed Sherry. When he retired from the Post Office in 2012 after 27 years, he and Conchita moved to Las Vegas where they enjoyed hosting friends and family in their home, watching live shows for entertainment, and the occasional trip to the casino.
Serafin was an extraordinary family man. He was set on teaching all of his children about having an unwavering faith in God, being humble, being respectful, working hard, and cherishing family. His children remember him as a kind, proud, generous, loving, and responsible father who encouraged them to pursue their goals and loved them unconditionally.
He was a warm and friendly soul who loved traveling, singing karaoke to his favorite oldies songs, working on home improvement projects, restoring his classic VW Beetle, and tending to his gardens and farm. He was passionate about public service and leadership and was an active member of the Lions Club, Santa Barbara-Pangasinan Club - Kabalens, a hometown First Counselor and Vice-Mayor, a Free Mason, and a volunteer minister at Prince of Peace Church in Las Vegas.
Serafin was one of a kind. He never met a stranger that didn't quickly become a friend. He was known for his love for bringing people together, sharing fond memories over a delicious meal, his joyful laugh, and his heart of gold. Because of this, he has touched many lives and will forever be remembered and deeply missed.
