

Although born in Boston, Herb grew up in Chicago, where he attended the Latin School. He graduated from Groton School and Harvard; at the latter, he played varsity tennis and was a member of the Varsity Club, AD Club, and Hasty Pudding. While in college, he enlisted in the U.S. Navy Reserve, in which he served until 1959. Herb maintained his loyalty to his alma maters, especially their sports teams, all of his life.
In 1954, Herb married Anne Scaisbrooke Johnson. They lived in Rock Island, Illinois, and Englewood, New Jersey, where he, a lifelong Democrat, was active in local politics and community affairs. They moved to Washington, D.C., in 1973 and to Collington in Mitchellville, Maryland, in 2005.
Herb carried his love of politics and his devotion to community service from the local level to Capitol Hill, where he served as chief of staff for several members of Congress as well as of the House Elections Subcommittee. His proudest career achievement was his role in drafting and securing passage of the so-called Motor Voter bill, which simplified voter registration for millions of citizens.
Among Herb’s proudest life achievements were his family and his huge circle of friends. He is survived by Anne; their two daughters, Catherine (Barry Silber) and Margaret (Jonathan Dee); two granddaughters; and two great-grandsons. He will be sorely missed by them and by many, many more.
A gathering to remember Herb will be held live at Collington and virtually on May 3rd at 2:00 o’clock.
