Mr. Foster was a graduate of Gaithersburg High School. Joseph served in the US Army National Guard. He was a foreman and supervisor for over thirty years with Montgomery County, Maryland Department of Transportation. He enjoyed gardening and was an avid fan of all sports, especially football, baseball and golf.
Mr. Foster is survived by his wife Loretta C. Foster and their children, Sharon K. Williams and Edward J. Foster; two grandchildren, Shelley M. Puffenbarger and Brian J. Williams. He was preceded in death by his siblings, David, Delmas and Cecil Foster.
A visitation will be held at DeVol Funeral Home, 10 East Deer Park Drive, Gaithersburg, Maryland on Monday, January 27, 2025, from 10 a.m. until the time of service at 11 a.m. Interment will follow at Parklawn Memorial Park, Rockville, Maryland.
