

Will was born in Michigan and then moved to Northern Ontario, Canada as a youngster where he played hockey growing up. While attending the University of Toronto receiving a BASc in Engineering Science (Aerospace), he met his wife Julie. He then attended Embry Riddle Aeronautical University where he earned an MS, and George Washington University where he obtained a Master of Engineering Management and a Doctor of Science in Operations Research. He also taught master and doctoral level courses for GWU as an adjunct professor.
Will retired in January 2022 after more than 32 years of civil service to the Federal government where he had an impact on a large range of both military and civilian programs. He started his career in the Department of the Navy in 1989 as an Aerospace Engineer at the Naval Surface Warfare Center in Indianhead, MD. He then moved to the Office of the Secretary of Defense at the Pentagon where he survived 9/11. In this position, he developed expertise in parametric cost modeling. In 2008, Will joined NASA Headquarters in the Office of Independent Programs and Cost Evaluation. In 2016, he joined Goddard Space Flight Center as a Proposal Manager.
Will pursued many hobbies over the years including karate where he earned a black belt, pilot lessons, photography and skiing. He also enjoyed playing the piano and guitar, and was an avid sports fan especially for the Caps and Terps. He was a devoted father and biggest cheerleader for his daughters’ gymnastics, marching band and cheer events. His easy-going personality made him popular among friends and colleagues alike who appreciated his patient and gentle demeanor.
Will was predeceased by his mother Sarah Jarvis. He is survived by his wife of 33 years Julie, his daughters Ariel and Lara, father Daniel Jarvis, brother D.A. Jarvis (Jenny), sister Cathy Jarvis-Lee (Quen) as well as his sister-in-law Liz (Steve), uncle Bedford (Nancy), and his cousins and nieces.
Visitation will be held at DeVol Funeral Home in Gaithersburg, MD on Friday May 5, 2023 at 10:00 am followed by the funeral service at 11 am. The service will also be Live-Streamed via EventLive, CLICK HERE. Following the service, interment will take place at Parklawn Memorial Park in Rockville, MD at 1:00 pm.
