William "Bill" Toner was born and raised in Philadelphia, PA. At the age of 17 he enlisted in the United States Air Force and served for 20 years. While serving in England, he met his wife of 51 years, Celia. Together they had two daughters, Sharon and Rebecca.
Later, he joined the State Department and retired after 24 years. He is pre-deceased by Celia and Rebecca and is survived by Sharon. Mass will be held at St. Martin's in Gaithersburg, MD, at 10:30am on Tuesday, 29 July, 2025.
