Jocelyn Marie Payne-Brown

On Wednesday, January 27th, 2021, Jocelyn Marie Payne-Brown, loving wife and mother of six children, entered eternal rest at the age of 63. Jocelyn was born on October 25th, 1957 in Hartford to George Gordon and Dorothy Jones Payne. Jocelyn began a modeling career at The Barbizon School in 1967. She later became the first African American woman to be crowned Miss. G Fox. Jocelyn excelled in her studies and was accepted to University at the age of 15. She received a Bachelor of Science with Individual Concentration (BDIC) from the University of Massachusetts, at Amherst in 1983. She dedicated her life to helping children as an Investigator for the Department of Children and Family Services for the State of Connecticut. On June 15th, 2002, she married Mr. Reginald J. “Chevy” Brown Sr. Together they raised four sons, Jason Alexander Ryals of Windsor, Reginald J. Brown II of Clearwater, FL, Jonathan Brown (Noel) of Williamston, SC, and Devin Brown of Groton and two daughters, Jasmin-Anne Ryals of Boston, MA and Jhyde-Elise Ryals of Boston, MA.

Known to light up a room with her beaming smile and exuberant personality, Jocelyn was always the life of the party. She was a trained chef who loved to host elegant gatherings in her leisure. She was an avid reader, music aficionado, and world traveler. Genuine, compassionate, wise, charming, outspoken, witty, intelligent, sassy, stylish, and eclectic are just a few characteristics that Jocelyn embodied; To know her is to love her. She will always be the love of our lives; Mother, wife, sister, aunt, cousin, and friend. Although our hearts ache, heaven has gained an angel.

Jocelyn was preceded in death by her father, George Gordon, her mother, Dorothy Jones Payne, her nephew, Charles E. Hill Jr, and son, Reginald J. Brown II. She is survived by her husband, five children, brothers: Leslie S. Payne Sr, and George A. Payne II, sisters: Karen L. Payne, and Paulette R. Payne-Hill (Charles E. Hill Sr), several cousins, nieces, nephews, a host of extended family (Bowles Park), and dear friends.

A private funeral service and interment at Mountain View Cemetery, Bloomfield, CT will be held on Saturday, February 20th, at 10:00 a.m. Calling hours will be held between 9:00 a.m. until 10:00 a.m. A reception will not be held following Interment due to COVID-19 restrictions. Donations in Jocelyn’s memory may be made to St. Jude Children’s Research Hospital, 501 St. Jude Place, Memphis, TN 38105. Jocelyn my beloved SIL you will definitely be missed. Connecticut, Hawaii, Oklahoma and Texas are just a few of the places that we shared some fondest memories. Thank you for loving my brother Chevy and being fiercely protective of him (even though he could protect himself LOL) . However you was fiercely protective of everyone that had the honor and pleasure of being loved by you. Thank you for opening your heart, home and kitchen that included some deliciously prepared meals. I always told you I loved you but I never imagined my last “I love you” would happen so soon. We never made our trip together to Aruba however one day I will make it there in celebration of you. Rest In Peace Sis🥀

18 years ago our lives received the best gift when our brother Chevy married Jocelyn Payne. From day one we felt the love and loyalty. Jocelyn always made us laugh and kept us in line. She believed in family and loved us all hard. Her calls to make sure we were safe in Texas, to ask what the kids were up to, talks about cooking, the next trip and everything in between will forever be in our hearts and memories. Our prayers are with Chevy, their children and their families, and with her siblings and their families.

Jocelyn thank you for all that you shared with us. We are forever enriched by the love that you shared with us.

Farewell and rest in peace, dear Jocelyn. The Shanti School community mourns your passing. We rejoice in the memory of your accomplishments, your beautiful spirit, smile and infectious laugh. In the early 1970s, Jocelyn and her dear departed mother, Dorothy, were early driving forces of greater Hartford's regional alternative high school called Shanti.
