

Charles was born December 7, 1946 in Norfolk, Virginia. His parents were Wesley R. and Hazel B. Floyd. His brother James was born December 26, 1949. The family lived in Virginia, Ridgewood, NJ, Winchester, Mass and then to Hanover, NH where Charles graduated from Hanover High School in June 1965.
Charles enrolled at Wentworth Institute in Boston, Mass. and graduated with Associate Degree in Architectural Engineering in 1967. He enrolled in the College of Architecture at the University of Arizona, in Tucson, then enrolled in the Construction program at Arizona State University in Tempe AZ, where he graduated with BS in Construction in June 1971. He was also enrolled in the Army ROTC program and was commissioned a second lieutenant, in the Corp of Engineers. While attending ASU Charles met Rena in 1970 and they were married November 1971. Rena’s son Shawn became part of the family.
Charles entered on activity duty with the US Army, with initial duty station at Ft Belvoir, Virginia for Engineer Officer Basic School. He then went to Germany with duty in the 78th Engineer Battalion and later at Gerszewski Barracks, serving in several troop and staff positions. He returned from Germany in 1974.
Charles worked for several home building companies. Jim Walter Homes built on-your lot homes and the Arizona office serviced the state. American Village Homes had several subdivisions in the Phoenix area. Charles and Rena’s son David was born in December 1977.
In 1981, Charles was hired at Kitchell Contractors. He worked as a project engineer on several projects. Eventually he became a full time estimator and senior estimator. The company performed both hard bid and conceptual estimating projects, and Charles was experienced in both areas. In 1989 Charles was assigned as estimator for the Nevada office in Las Vegas. He left Kitchell in 2002. He was hired by Layton Construction in the Phoenix office. He was a senior estimator and worked in hard bid and did extensive conceptual estimating for the company. He left in 2010 in the construction downturn.
He then started to work for Rena who was managing the family business, managing several rental properties. He served on the board of the Orangewood Church of the Nazarene in the early 1990’s and later the Glendale Church of the Nazarene board in 2011-2015. He and Rena were life members of the Peoria Arizona Historical Society and Charles served as treasurer of the Society in 2011 to 2012. Charles was a member of the Society of Military Engineers ( SAME) since 1967. He was also a member of the Construction Specification Institute (CSI) and the Association for the Advancement of Cost Engineering ( AACE).
He is survived by his loving wife, two grown sons, and eight grandchildren.
A Celebration of Life will be held at West Resthaven Funeral Home, located at 6450 West Northern Ave, Glendale, AZ, 85301, US. The service is scheduled for October 7, 2025, from 11:00 am to 12:00 pm.
Charles was a resident of Glendale, Arizona.
