

Frances C. Arthur, who much preferred you call her Connie, passed away the morning of March 18, 2026. She had been hospitalized since December 18, 2025 after a fall at home which fractured vertebrae in her neck, ultimately damaging her spinal cord and causing her death.
Connie was born April 2, 1954 in El Paso, Texas. Her father was of Mexican descent and her mother was of Aztec and Navajo descent and if you misspelled her first name with an “I” she would point out that Francis, with an I, was for men and mules. Connie was very fluent in Spanish, using it often in her work, and one of her favorite things was attending Pow Wows.
She moved to the Denver area at age 10 where, with the exception of a brief period in high school when she lived in Riverton, Wyoming, she spent her childhood. She graduated from Lakewood High School and started her working life as a waitress in a local restaurant. She was very seldom unemployed over her lifetime, working in a number of industries, from telephone services technician to several roles at Walmart here in Laramie. She last worked as an administrative assistant for her husband at his flight school, Laramie Aviation Resources, here in Laramie. She retired in 2023.
Connie and her husband Elliott were often seen at Albany County Republicans events and were regular attendees at the Laramie Valley Chapel, attending via live stream during her stay in the hospital.
Connie was preceded in death by her parents and her only child, daughter Belen. Connie is survived by her husband Elliott and a number of cousins, aunts, and uncles scattered across Texas and New Mexico. Her “adopted” family surviving her include step-daughter Jennifer Schjoll (nee Arthur), her husband Martin Schjoll, of Opal, Wyoming, 4 Grandsons, Jacob, Caleb, Adam, and Levi, all of Buckeye, Arizona. Two great-grand children are due in a few months. Connies new name is GG Ma, by request of Caleb and Adam.
Connie was emphatic that there was to be no funeral services but instead requested a “Party” in her honor, date and location to be determined. If you truly knew Connie, you will understand her request.
A Committal Service will be held at Cheyenne National Cemetery, Hildreth Rd, Cheyenne, WY 82009, US, on April 2, 2026, from 11:00 am to 11:30 am.
