Born on April 12, 1938, in Norfolk, Virginia, from his earliest years, Harvey displayed remarkable commitment and leadership, qualities that were first recognized when he achieved the rank of Eagle Scout. This early accomplishment set a lifelong precedent for his dedication to excellence and service. His academic journey was equally distinguished. Dr. Barrett was a man of remarkable presence, characterized by his booming voice, and his bold, dynamic personality. In his tenure as a professor at Northeastern Illinois University (NEIU) in Chicago, IL, Dr. Barrett’s unique style and focus on hands-on and practical methods earned him admiration and respect from both students and colleagues. Students often reflected on his impact, noting how he turned intimidating subjects into engaging and enriching experiences.
