

Charles Christopher Scott, 89 of Troutdale OR, passed away on Thursday, February 19, 2026. He was born on December 26, 1936 in Indianapolis, Indiana to Everett Scott Duncan and Garnett Ruby (Glass) Duncan.
Charlie served eight years in the US Navy most notably on the Lexington CVA-16 and went to college on the GI Bill through which he received his Bachelor’s in Electrical Engineering at Chico State University. He started his career at Pacific Power as a lineman; in that role his dedication to safety led to him having saved the life of at least one fellow lineman. He progressed through the ranks of PP&L and spent many years in Klamath Falls, OR as Superintendent then moved along to Sunnyside, Washington as District Manager.
Upon taking early retirement from the power company, Charlie took a short-term consulting role at Hanford then moved to Tucson, Arizona. There, he was a prolific golfer and enjoyed his tactical shooting competitions. Also in Tucson, he became a realtor and eventually formed his own Brokerage “White Swan Realty,” the name reflecting his favorite Origami form “the Swan”.
Charlie had a diverse range of interests: 40’s Jazz music, Westerns, Sci-Fi and action movies, Origami, Educational DVDs such as “The Great Courses”, photo editing, wooden modeling and more. He lived and spoke intentionally, so he could be counted upon by those around him. He was frugal, foregoing some of the “extras” he could have enjoyed; but he was also charitable and had several foundations that he loyally supported.
Through the years Charlie served with United Way and the Boy Scouts but was deeply involved with Kiwanis. Charlie began his Kiwanis life in 1977 in Klamath Falls, Oregon where he served as Secretary, Vice President and then President. He continued as Lt Governor before becoming the Chairman of Pacific Northwest District Public Relations. Charlie was a Life member of Kiwanis International, interacting with many clubs throughout Oregon and was a current board member of the Columbia Gorge Kiwanis Club. He was also a lifetime member of the NRA and Mensa Society.
In 2018, Charlie packed his things from his place at Tucson Estates and drove to Portland, Oregon where he spent his final years.
Charlie was preceded in death by his brother James Duncan. He is survived by his wife Jill Scott; son Matthew Duncan; daughters Karen Duncan, Kitty Scott and Alison Scott; niece Carissa Greenhill and grandchildren Sophia Duncan and Trevor Randall.
A Celebration of Charlie’s Life is scheduled for Saturday, June 20, 2026 at 1:00pm at the Sam Cox Building in Glenn Otto Park in Troutdale, Oregon. Arrangements entrusted to Bateman Carroll Funeral Home in Gresham, Oregon.
