Harley attended grade school and high school in Gresham. He then went to business school. Harley served his country in the US Navy during World War II. He retired from Gem Top Manufacturing as Vice-President and Sales Manager. Harley was a member of Temple Baptist Church. Harvey liked to fish. He also enjoyed buying and selling golf clubs.
Survivors include his loving wife Frances, four children, Sandra (Mike) Kondos, Linda (Ted) Wolcheck, Michael (Debi) Bergstrom and Cynthia (Alan) Clother, eight grandchildren and seventeen great grandchildren.
No public services will be held. Private entombment will be at Forest Lawn Cemetery Mausoleum in Gresham, Oregon.

A Reception will be on Saturday, May 4, 2013 from 1:30 p.m.-4:30 p.m. at Summerplace Clubhouse.
