Richard was born on April 3, 1962 in Battam Bang, Cambodia and was the son of Chrang and Morng (Braseath) Noeun. He move to the United States where he completed his Associate's Degree in Drafting. He work in lighting design and manufacturing in the Portland Area. He was married to Sohep Horm.
Richard is survived by his wife, Sohep of Portland.
A funeral service will be on Saturday, November 6, 2010 at 12:00 pm at Bateman Carroll Funeral Home in Gresham with cremation to immediately follow. Visitation will be on Thursday and Friday from 10:00 am - 5:00 pm also a Bateman Carroll Funeral Home.
