

Noel Fowler, Architect, of Halifax, N.S. passed peacefully away on December 13, 2016, surrounded by family and friends. Noel was born on December 10, 1948 in St. John's, NF the youngest son of the late Joseph and Sarah (Byrne) Fowler.
Noel leaves to mourn his loving and devoted wife, Irina Bialetskaia; two sons, Kevin and Anthony; three brothers in St. John's, Frank, QC (Patty), Cy (Donna Covey), David (Anne Marie); and one sister in Ottawa, Barbara Greenwood (Roger); as well as many nephews, especially Colin Carrigan, Halifax and Paul Fowler, St. John's, who were also colleagues; loving nieces and a large extended family. Predeceased by his brother Ron (Mona Skinner) and sister Margaret Carrigan (Dr. Ron). Also leaving to mourn close friends and colleagues Joe and George Ramia, who were like brothers to Noel, and the extended Ramia family; as well as Jamie Wright, Architect, IBI Toronto.
Noel was a graduate of the Dalhousie School of Architecture and was a Licensed Architect of the Nova Scotia Association of Architects (NSAA). He was a volunteer member of the NSAA Professional Practice Committe and made a significant contribution in the development and authoring of the Association's Canons of Ethics, adopted by the membership in 2015. Noel spent the past three and a half decades contributing his unique vision to the development of Nova Scotia's urban fabric.
For the past 13 years the practice of Noel Fowler Architect has been focused on the provision of professional design services to Rank Incorporated. Noel was the lead design architect for the major new development, Nova Centre, now nearing completion in downtown Halifax.
A private family service has been held and arrangements are underway for a celebration of Noel's life. Details to be announced.
