

He was born on May 17, 1954, in Troy, Alabama to Colonel (US Army, Retired) Bailey IV, and his beloved wife, Frances Talbot.
Bailey was a proud patriot, and a man of unwavering honor and uncompromising integrity. He had a big heart, and always went out of his way to encourage people or to offer a kind word to a stranger. For many years, he was a congregant at the Chapel of the Centurion at Fort Monroe. He helped serve the homeless at Immaculate Conception Catholic Church and helped with “care packages“ prepared by his home church of Liberty. He was an active participant in the Military and First Responder Group at Libertylive.church and unofficially served as its greeter.
After graduation from Woodbridge High School, and studying at Tyler Junior College, he enlisted in the US Navy, serving out of San Diego California, and on two submarines, the USS Scamp and the USS Barb. On completing his enlistment, and his undergraduate degree at Christopher Newport University, he became a computer resource administrator at Newport News Shipbuilding. He also served as a credit research assistant at Nolan Company, and as an incoming sales representative for Lumber Liquidators.
He is survived by his beloved fiancée of over a year, Melanie Andeza of Palanas, Masbate, Philippines. He had three siblings, Cheryl Bothe and her husband, Jerry; Paul Jerome Talbot and his wife, Maribel; and Mary Talbot Schnede and her husband, Klaus; nephews, William Talbot Schnede and James Montgomery Schnede; and niece, Elizabeth Frances Schnede.
A celebration of Bailey's life will be held locally at a later date. The family will receive friends from 10:00 AM to 11:00 AM, Sunday, February 7, 2021 at Dillard Funeral Home in Troy, Alabama. A graveside service will be held immediately following at Oakwood Cemetery in Troy, Alabama.
In lieu of flowers, memorial contributions may be made to the American Cancer Society.
