Milbourne was a native of the Hampton Roads area his entire life. He retired from the City of Hampton and owned his own business .
Milbourne was preceded in death by his wife, Billie, whom he often talked about being with again.
He is survived by his daughter, Tina Browner; grandsons, Brian Williams and Keith Browner; great granddaughter, Brialle Williams; and his sister, Ethel Thompson, of California, as well as a number of cousins, coworkers, friends, and clients that he met over the years.
The family is taking comfort in the fact that Milbourne is no longer in pain and can return to the love of his life, Billie. That was his only wish.
A visitation and Celebration of Life for Milbourne will be held Thursday, August 14, 2025 from 7:00 PM to 9:00 PM at Parklawn-Wood Funeral Home & Memorial Park, 2551 North Armistead Ave, Hampton, Virginia 23666. The family is holding a private burial at a later date.
