He was born January 24, 1942 in Bedford, PA to Mildred and Richard Bingman (deceased).
Ray was preceded in death by his older brother Martin Bingman (wife Edith – also deceased) and is survived by the love of his life of 62yrs Betty Bingman, twin brother Roy Bingman (wife Marlene) of Phoenix, AZ and sister Carol Belfiore (husband Frank) of Hampton, VA, two children - Ken Bingman (wife Teresa) of Newport News and Hope Paier of Knoxville TN, four grandchildren and four great-grandchildren.
Ray had a thirty-year career with the Hampton Police Department and retired as Major in 1996.
Ray earned his bachelor degree in Political Science from Christopher Newport College during his service at the Police Department.
After retiring from the police department Ray became the Assistant Director of the Hampton Roads Regional Police Academy for eight years.
Ray was a member at Bethel Baptist Church where he served as a Deacon, Sunday School teacher and choir member.
Ray and Betty had multiple bucket list vacations, including traveling halfway around the world in 2004 and across the country last year in their RV.
Family will receive friends prior to the service on Thursday February 15th, 2024 from 10:30 AM -12:00 PM at Bethel Baptist Church, 1647 Briarfield Rd., Hampton, VA 23669. The Service will be held at noon at the church with a procession following the service to the Cemetery. Parklawn Memorial Park, 2551 N Armistead Ave., Hampton, VA 23666.
In lieu of flowers, Ray would be honored for donations to the Building Fund of Bethel Baptist Church.
