Richard served honorably in the U.S. Army during WWII and during the occupation of Japan. He was later employed with Newport News Shipbuilding as a foreman and retired in 1990 after 34 years of service. He served as Deacon of Langley Baptist Church and sang in the choir.
Richard was preceded in death by his parents, Moses and Erma Powell; sisters, Evelyn Smith and Betty Dowdy. He is survived by his wife of 54 years, Rose H. Powell; sons, Steven E. Powell and Michael W. Powell; four grandchildren; four great-grandchildren; and brother, Norman Powell and wife, Peggy.
A graveside service will be held at 11:00 am on Tuesday, April 16, at Hampton-Veterans Memorial Gardens.
