I was deeply saddened to hear of Russ' passing last month.  I knew Russ to be a great friend, co-worker, fellow Soldier, and honorable fellow.  At FEMA I could always count on his expert advice on a myriad of technical matters dealing with emergency management operations.  He was highly respected by subordinates, peers, and superiors for his leadership and care for all with whom he interacted.  We will keep his family in our prayers.  He will be missed.

To Mrs. Washington and Family.  Russ was my first supervisor at FEMA when I joined the Agency over a decade ago.  He was always kind and fair to his team.  I'm very sad to hear of his passing. I know a lot about grief, having had a significant loss of my own this year. It will take much prayer and strength when the flowers and calls stop coming, Grief is the unresolved love you have that shows up in the little things you do, places you go, and things he said.  I pray for you and your family that when those tough moments come, now and in the years to come, you keep remembering the fun times, silly stories and reminisce, that keeps Russ alive in your heart.
