She was born on September 4, 1939 in the Mt. Valley area of Rockingham County and was the daughter of the late Roy Daniel Waggy and Pauline Sellers Waggy.
She graduated from the first class of Turner Ashby High School in 1957 and after having five daughters, continued her education at Blue Ridge Community College where she received her associate degree in psychology. She used this knowledge working with stroke patients at Virginia Mennonite Home (now VMRC).

Nancy loved traveling. Her favorite trips were taking her girls on a cross-country adventure in 1976 to celebrate the Bicentennial, and her trips to Ireland with her sister and brother-in-law.
