James was born on July 29, 1930 in Ramona, Ok. Was an only child of Maxlee Scaggs and Winnie Murphy. The family moved to Huntington Park, CA in 1939.
James graduated from Huntington Park High School in 1949. He was tall, very athletic, and lettered in swimming, football and basketball. He went to college for a year, was a Huntington Park Police Officer for 10 years, moved to Lakewood, CA, was a Purchasing Agent at B.J. Hughes CO, and sales manager at Petroleum Specialties in Long Beach for 13 years and retired in 1992.
James was a life time Elks Lodge member of 59 years having joined first in Huntington Park, then Bellflower, and was a member of the Lake Elsinore Elks Lodge when he passed away.
James and his wife of twenty years, Virginia, moved to Sun City, CA. In 1992.
He loved to golf and belonged to Cherry Hills Golf Course and The North Course, both in Sun City.
James is survived by his wife Virginia, Daughters Barbara and Shari and several grandchildren.
James will be cremated.
