

Beloved wife for 34 years of the late Bascom Ratliff. Loving mother of Pamela Ruth Rumely and the late Steven Wayne Ratliff. Proud grandmother of Steven Matthew (Karen) Ratliff, Joseph Patrick Ratliff, Tyler Scott Ratliff (Sarah) Rumely, Ashley (Brad) London and Shalissa (Carlos) Feliciano. Treasured great-grandmother of Kyla (Mario) Ratliff, Kurtis Ratliff, Isabella Sears, Owen Ratliff, Mason Rumely, Landon Rumely, Jake Sears, Sutton London, Rowan London and Maren London. She is preceded in death by her siblings, Edna, Beatrice, Loretha, George, Wanda, Robert, Dallas and Helen Joy.
Billie was a coal miner's daughter who was born in Alva, Kentucky to Arvis and Mary Elizabeth "Lizzie" Wells and raised in Garden Creek, Virginia. She was a devout christian and a dedicated caretaker. She was very devoted to her family and took care of her visually impaired mother with love and care for many years. Her passion was decorating, fashion design, and was an exceptionally stylish lady. She had quintessential taste in beauty. Her attention to detail was innovative, and futuristic. She loved working with the color palette blue.
She loved dogs and dogs loved her. Ginger, her precious little dog, was immensely cared for and loved deeply. The beauty of birds in nature was comforting to her. She will be very much missed by all.
The family will receive friends on Thursday, January 30, 2025 at 10:00 am at First Presbyterian Church, 200 E. Main Street in Northville. Tea, coffee, refreshments, and doughnuts will be served during the gathering time. A memorial service will immediately follow the gathering at 11:00 am in the church.
Billie was devoted to helping children in need. She always donated to the St. Jude Children's Research Hospital. Those wishing to make a donation in her memory may do so as well.
