Milton "Mike" Lee Roscoe, Jr., 72, of Kaneohe, Hawaii, passed away on April 18, 2016 at his home. He was born in Kansas City, Missouri and he was also a City Manager in Missouri. Mr. Roscoe is survived by his wife, Carolyn Roscoe; sons, Robert and Scott Roscoe; daughters, Sachiko and Jan Roscoe; sister, Susan Casebeer; 11 grandchildren and 2 great-grandchildren.
