Arthur was born in Pyeongtaek, South Korea on March 01, 1968. He graduated in May 1987 from Sam Rayburn High School then attended Eastfield College - Dallas where he received his associates degree.
After graduating, he was employed by the University of Houston - Downtown. He then went on to work as a Deputy for Harris County Constables Office Precinct 1 for 12 years. He also served in the U.S. Navy as a reservist.
Arthur is survived by his two sons Aiden St John and Aaron St John, his mother Yo Chin Choe, his brother William St John and his wife Simone St John, his sister Kimberly Delgado and her husband Julian Delgado, his brother Michael Choe and many nieces and nephews.
