

Born in Pharr, Texas, Glenn was the son of Joseph and Edna Bea Devlin. He spent his childhood in San Antonio and graduated from Alamo Heights High School in 1970. He proudly served his country in the U.S. Air Force during the Vietnam War, entering as an officer in training. While stationed in Grand Forks, North Dakota, he earned a B.A. in Political Science from the University of North Dakota in 1976.
Following his military service, Glenn moved to Houston to pursue a legal career. He earned his J.D. from South Texas College of Law in 1980 and went on to practice law for more than 30 years in the Houston area. He also served as a municipal judge in Spring Valley, Texas, during the 1980s, having been appointed by the mayor.
In the latter part of his career, Glenn was elected as a juvenile court judge for the 313th District Court in Harris County. His compassion and commitment touched countless children and families during some of the most challenging times in their lives. Adoption Day was especially close to his heart—his courtroom was filled with joyful music and stuffed animals as he helped children find their forever homes. Glenn retired from the bench in 2018 and settled in the Texas Hill Country at Canyon Lake.
Glenn had a passion for the outdoors. In his younger years, he enjoyed golfing and snow skiing. He spent time hunting at the family ranch in Poteet, Texas, and in later years found great joy fly fishing in Colorado and New Mexico with his son Charles.
He was preceded in death by his parents, Joseph and Edna Bea Devlin; his sister, Nancy Devlin; and his beloved son, Harrison Joseph Devlin.
He is survived by his children: Sarah Devlin Ellerbeck and Charles Henry Devlin; and by his cherished grandchildren, Vivienne Claire Devlin and Brooks Ellis Ellerbeck. As well as his older sons Christopher Lee Devlin and Josh Hunter Devlin.
Glenn will be remembered as a devoted father, a loyal friend, and a man who made a meaningful difference in many lives. He will be deeply missed.
